Emissary Chen is an overweight sweaty bureaucrat with an odd outlandish hairstyle wearing a strange variation of traditional garb. He wears a strange hat, smells of stale perfume and odder still his chubby fingers appear to be have long enamelled nails attached to them giving him the appearance of possessing strange ornate claws of questionable use. Though strange he does radiate wealth and it appears his cloths are made from the finest embroidered silk that his land is famed for. It is clear from both his demeanour and odd clothes he is not from the Shinobi Continent. Despite his laboured breathing and ill health his face is mask of derision and contempt and anyone watching him overlong will see him reach for a silk cloth to dab his face and cover his nose as if to keep the smell away.

Enmissary Chen makes quite an entrance given that he is being carried about in an ornate sedan chair being carried be equally resplendent poll bearers who remarkably are also festooned in silk. Along with the chair is a small entourage of attending servants and a grim unit of mysterious and silent chakra empowered Samurai clad head too foot in sinister red and black armour.

Personality: Petty, selfish and callous. He appears to be refined but his actions are bigoted and demeaning. He seems to consider everyone he meets to be inferior, uncultured barbarians, ‘Gaijin’ as he likes to call them barely fit to talk to. The truth of the matter is while a rather abnoxious individual Chen comes from a highly refined culture with a very strict caste structure which teaches that everyone beyond the empire are casteless barbarians barely fit for manual labour. Despite a good education his ignorance about the shinobi continents is larger then his considerable girth and where it not for the astute work of his translator he may well have insulted half the continent by now and been killed half a dozen times.

Goals: Unknown it is rumoured he is here on nothing more then an information gathering trip. All that is known is he intends to visit Konoha. The so called ‘Celestial Empire’ he claims to represent is a largely unknown place and most people aren’t even aware it exists. They have sent diplomats here very occasionally but they never stay long and there is no real links or contacts with their nation

History: Unknown. He is journeyed from the north-west over the mountains beyond the earth Country claiming to be from the ‘Celestial Empire*’ whatever that is. What his purpose in the Shinobi Continent is not known, only that he plans to visit Konoha after hearing it was the largest major settlement of note

*The Celestial Empire: Very little is known about this nation beyond the great mountains though it assumed to be akin to the average Shinobi nation though samurai rather then Nin run. Contact with it is very limited beyond the occasional trade of exquisite silk and dyes. It is assumed to be a land of considerable wealth given that the few people ever encountered from it are all deck in silk and have plenty of gold. Little else is known other then fact most of the people from their act odd and no nation has a standing relationship, trading or otherwise with them

Special Characteristics:

Retinue: The only things that make Emissary chen standout other then his odd appearance is his even stranger retinue. He is carried about in a lacquered sedan chair by silk robe bearers, has a number of less functionaries and servants and a dozen or so large and oppressive looking samurai guard who oddly radiate chakra. It makes for a very odd bunch and raises all the more for what purpose Chen is her for.
