Location of Seal: On his Right Arm
Positive Effects: increased strength and speed with each stage , regeneration, his maxium chakra level doubles
Negative Effects: Cannot use ninjutsu while this is in use, after the use of the seal the user is compelety drain of chakra and wide open to any attack. During this form there is a 5 second cooldown period before the next attack can be perform and the metal alloy is only strong enough to block a A-rank Jutsu once and B-rank jutsu five times. During the attacks the user cannot rapidly change direction once its happen, he will have to wait until his attacks end, plus in his first form he only has three time where he can use his attacks and 10 times in his second form

Transformation Effect:
Stage 1: his right arm is covered in a protective metal alloy and three curved fins are created on his right shoulder blade. In this form, the fins disintegrate and propel him forward at great speed (around 25 mph) and gives him a boost in strength (enough to put a dent into a steel wall)
Appearance:

Stage 2: The fins are replaced by a propeller which allows him to fly at greater speeds(around 50 mph) and his armor becomes thicker. His attack is much stronger than his first form, plus it can regenerate and reattach itself to him if cut off.
Appearance:

Stage 3: the metal alloy covers his entire body and gains the appearance of a humanoid cross between a samurai and a lion. The propeller is replaced by a tail-like whip, which he uses to propel himself into the air. His attacks are vastly stronger than those of his second form.

Seal Info: The seal is activated under post dramatic stress, anger, or the fear of dying.

Your character is D ranked... I dont think he's allowed to have an S rank seal for offensive use.

Could i hold this off until i become a chunnin?

Well, I assume you'll need admin permission to have this anytime before Jounin but sure.
